Of the 16 individuals who failed, 13 dropped out without taking the final exam and did not officially withdraw.  The instructor cannot withdraw or drop a student.  Of the other 3 failures, 2 scored as well as random guessing on most quizzes and tests, and the other did poorly on quizzes and tests on top of virtually no assignments turned in.
